Jan Coen van Elburg
Jan-Coen van Elburg is guest researcher at Drift. His activities at Drift focus at the relationship between energy transition and the legal framework. The existing legal framework (UN, EU, National, Local) and created institutional setting is often a bottleneck for sustainable energy initiatives. Either through legal standards and enforcement practice that work as show stoppers for innovation. The other way around the bottleneck may also be formed by a lack of strict standards and/or enforcement in relation to unsustainable practices. Such standards would trigger business and product innovation and force purchasing agencies to choose for the best available green deal. Finally Jan-Coen analyses the role of the authorities versus the industry in the energy arena. What effects do technology driven subsidies have in real life and what kind of partnership is needed between parties involved?
Through analysis of the legal framework from a transition perspective Jan-Coen studies how the legislative framework can be an incentive for clean energy rather than a show stopper.
Apart from his work at Drift Jan-Coen is Principal within RebelGroup Advisory Rotterdam. In his advisory work Jan-Coen focuses at legal, institutional and organizational aspects of energy, environment, spatial planning and infrastructure. He has developed and implemented legal and organizational changes in these areas, developed procurement strategies and set up partnerships. He helps public and private parties to achieve goals through creating a sustainable fit between the respective roles and competencies. Throughout 2010 Jan-Coen is project leader of an EU financed project that analysis best practices and benefit sharing mechanisms to stimulate local sustainable energy initiatives.
